Consortia Projects Programme

This funding programme was open to existing ChangeUp consortia to fund priority projects that formed part of their infrastructure investment plans

Project objectives

In 2006, Consortia were invited to submit proposals to fund priority projects that met one or more of the following objectives:

• directly contributed to the needs of the sector in the six key areas identified in ChangeUp, or the modernisation of infrastructure services
• met priorities identified in local or regional infrastructure development plans and/or IIPs
• encouraged a step change in the support available to frontline organisations for the longer term
• had a probability of sustainability from sources of funding other than ChangeUp beyond March 2008
• Project proposals must be part of consortia infrastructure investment plans (IIPs)

Criteria

It was a pre-requisite that project proposals for this programme demonstrated the way in which they would implement key aspects of the ChangeUp strategy related to:

• the training and development of individuals providing infrastructure services
• the reconfiguration of local infrastructure, e.g. the merger of infrastructure organisations or the development of new networks or partnerships at the sub-regional level
• the implementation of good practice models to ensure that performance in frontline organisations is continually improving
• enhancing top-level commitment in voluntary and community organisations to equality and diversity
• developing local shared assets, e.g. local voluntary and community sector support resources, shared premises or peer mentoring schemes
• work examining how to improve the quality of local and regional infrastructure services, which might include needs assessments of particular groups of voluntary and community organisations, or consultation with service users and non-service users about their needs and expectations
• other areas of work judged to be essential by consortia and contained in their IIP.

Grant payments

Grant payments for this programme were made to Consortia in October 2006.

Monitoring and reporting

All proposals funded by the Consortia Projects Programme were subject to monitoring and performance reviews, which followed the format adopted for the Consortium Continuation Fund.
